Chapter One: Introduction
1.1 Background of the Study
Housing remains a significant challenge in many urban areas in Nigeria, including Dutse, the capital of Jigawa State. The increasing population, rapid urbanization, and limited availability of affordable housing have exacerbated the housing deficit, leading to overcrowding, inadequate living conditions, and increased pressure on local governments to provide housing solutions (Giwa & Sulaiman, 2024). In Dutse, local government responses to housing deficits have included the construction of low-cost housing, provision of land for development, and efforts to promote private sector involvement in housing provision. However, these initiatives have faced challenges such as inadequate funding, poor urban planning, and a lack of coordination with other levels of government. This study seeks to investigate the responses of the Dutse Local Government to housing deficits, focusing on the effectiveness of these responses and the challenges encountered in addressing the housing crisis.
1.2 Statement of the Problem
The housing deficit in Dutse LGA is a growing concern, with many residents living in substandard conditions due to a lack of affordable housing options. Local government initiatives to address this issue have been insufficient in alleviating the housing shortage. This study aims to investigate the effectiveness of local government responses to the housing deficit in Dutse and identify the factors hindering the success of these efforts.

It will examine the scope of the housing crisis, the effectiveness of local government initiatives, and the challenges faced. Limitations include difficulty in accessing data on housing policies and the limitations of local government efforts in providing accurate reports on housing conditions.
